Around a garage door there are three seals: one on the bottom edge of the door, and two running up the sides and across the top of the opening. Those last two are the perimeter weatherstrip. They are fixed to the stop moulding on the jambs and header, and their flexible fin rests against the door face when it is closed, closing the gap between door and frame. The corners and the meeting with the bottom seal
Gaps like to live where pieces meet. The technician looks at both top corners, where the header seal and the side seals should overlap so there is no square hole, and at both bottom corners, where the side seal should run right down to meet the bottom seal on the door. Taking off the old strip cleanly

Where the whole wood stop is being replaced with a one-piece vinyl stop, the stop is freed along its length and lifted out, and the paint ridge it leaves is knocked down so the new moulding sits flat. The bare jamb is brushed clean and any loose paint at the edges is removed before anything new goes on.

Slush, salt and the bottom of the jambs
The lowest part of each jamb is where the weather does its work, so a little attention there protects the whole seal. Push slush away from the jambs when clearing the driveway rather than piling it against them, and rinse the salt off the bottom of the stop on a mild day. Keep the joint between the jamb and the sill caulked so meltwater runs off the face instead of behind it. If a section of jamb was replaced, keep its paint or PVC surface intact. A dry jamb base holds its fasteners, and fasteners that hold keep the seal tight.

Does new weatherstrip make the door any quieter when it opens and closes?
A little, though it is not the main reason to do it. A fresh bottom seal cushions the door's contact with the floor, and snug side and top seals stop the panel rattling against loose or worn stops. Most of the noise people notice from a garage door comes from rollers, hinges and the opener chain or belt rather than the seals, so a technician checking the weatherstrip will usually point out those parts too if they are the louder culprit.
My door was replaced last year. Does the perimeter seal need doing too?
